Tailor the Test Guidelines 
you may have to tailor the test guidelines to cover areas that are relevant for your project. See section "Tailoring" in Test Guidelines. The development case will serve as one input since it describes how the project will do testing.
Capture Decisions
Before you start Test you must make general decisions regarding guidelines and strategies for testing. Document these decisions in the Test Guidelines.
